We expand the bracket and group like terms

[tex]98 - 9y + 10(3 + y) = 213[/tex]
[tex]98 - 9y + 30 + 10y = 213[/tex]

[tex] - 9y + 10y = 213 - 98 - 30[/tex]
[tex] \therefore \: y = 85[/tex]
