It would be a volcanic eruption. An underground volcano would erupt lava, magma, etc. The water would quickly harden the magma, which would turn into rock. 

Process of elimination:
you can't flood in the ocean. ever.
there isn't any land above the ocean in the middle of water. doh.
glaciers? pfft, they're only north/south nowadays... glaciers moving doesn't make sense, they melt into water
