Spiral of silence, in the study of human communication and public opinion, is the theory that people’s willingness to express their opinions on controversial public issues.
One point of view predominated in public, and as its adherents fell mute, others vanished from view. In other words, people tend to keep their opinions to themselves when they feel like they are in the minority out of fear of alienating or isolating those around them. "Spiral of Silence" is the name.
Example- The managing director of a company chooses to extend their working hours from 8 to 10 and notifies every employee by email. Most of them agree with the time changes, while a few employees disagree with his choice. They are unable or unwilling to publicly.
